Wynne Powell, Board Chair​

Mr. Powell is a BC business leader with an extensive record of public service.

Mr. Powell began his career over 40 years ago as part-owner of a chain of camera stores and a photographic lab. He has since developed a national reputation for excellence in retailing and rose to be President and Chief Executive Officer of London Drugs, London Air Services, TLD Computers, and Sonora Resort. In February 2014, Mr. Powell announced his retirement as President and Chief Executive Officer of London Drugs and TLD Computers. He continues to serve as a Director of BCB Corporate, London Air Services and associated aero companies, London Enterprises Limited dba as Sonora Resort Group, and was formerly a Director of the Vancouver Board of Trade and a member of the Premier's Economic Advisory Council, Member of the Board of Directors for the Conference Board of Canada.

For his active role in the community, Mr. Powell received the Queen Elizabeth II Golden Jubilee Medal, as well as medals from the Order of St. John and the Order of the Hospital of St. John. He was recognized as Retailer Leader of the Year by the Retail Council of Canada, Awarded the Henry Singer Award from the University of Alberta for Leadership and in 2008 was recognized by CGA - Canada as one of the top 100 CGA’s for outstanding contribution to the accounting designation and the community.

Mr. Powell is a CPA, FCGA, a Fellowship from the Certified General Accountants Association and an Honorary Doctorate of Technology from the BC Institute of Technology (BCIT). His long affiliation with BCIT began with his graduation from the Business Administration program; he later served as Chair of the BCIT Board for eight years, Chair of the BCIT Foundation, and is now a lifetime Governor of the BCIT Foundation. In 2003, Mr. Powell received a distinguished alumni award for lifetime achievement and in awarded the CGA R.W. Caulfield Award for Leadership. Mr. Powell has been Chair of the Provincial Health Services Authority since its inception in 2001. He has also served as Chair of the Health Authority Board Chairs since their inception in 2001. In April 2013 he became Chair of BC Emergency Health Services and in April 2014 he was named Interim Chair of Fraser Health Authority.

Dr. Donald Brooks is the Director of SPARC (Support Programs to Advance Research Capacity) at the University of BC, where he plays a leading role in building UBC's research capacity and competitiveness, and in promoting collaboration within the scientific community, both nationally and internationally. This appointment follows ten years as Associate Vice-President, Research at UBC. An alumnus who joined UBC in 1974, Dr. Brooks is a professor of Pathology & Laboratory Medicine and Chemistry, a founding member of the UBC Centre for Blood Research, and has published over 200 research studies. He is also a past Board Chair of the Child & Family Research Institute and a past chair of numerous advisory and review committees at TRIUMF and the Canadian Space Agency.

Betsy Gibbons has over 20 years of executive search and human capital experience. She is a Senior Client Partner in Korn/Ferry International’s Vancouver office, where she specializes in senior-level executive recruitment in the industrial, financial services, government, development, and association sectors. Ms. Gibbons is active in civic organizations: she is a Director and past Chair of BC Women’s Hospital and Health Centre Foundation, a member of the Judicial Council of BC, and serves on the External Advisory Board for the Faculty of Business at SFU. She holds a BA (Economics) and an MBA from SFU.

Tim Manning is an Executive Officer of RBC Royal Bank, with over 38 years of experience in the financial services industry. In his current role as Regional Vice-President, Commercial Financial Services, B.C., Mr. Manning is responsible for co-leading the Commercial Banking operations for RBC in British Columbia. Mr. Manning graduated from Stanstead College and Bishop’s University. In 1975, he joined RBC Royal Bank and has held a number of leadership and executive positions including Multinational Banking, Special Loans, Commercial Markets, Small & Medium Enterprises, Retail Banking and Internal Audit Services. He is also Vice Chair & Director of The Vancouver Board of Trade, Past Chair of Junior Achievement of British Columbia, and a member of the Board of Trustees for the Canadian Athletic Foundation. For his active role in the community. he received the Queen Elizabeth ll Diamond Jubilee Medal and the H.E.Miskiman National Leadership Award – Junior Achievement of Canada in 2013. Mr. Manning is married to Shirley and they have three adults sons.

Lorraine McGrath, MBA, ICD.D is a certified corporate director and business advisor with an extensive career in financial services and healthcare. Highlights from Lorraine’s accomplished career include senior positions with the Bank of Montreal, where she specialized in commercial, wealth, and retail banking; executive positions with Prospera Credit Union, where she led its launch into the BC Interior; and President of Paragon Pharmacies Ltd., where she successfully led a major merger and operational turnaround. Lorraine has an exemplary record of community involvement that has included sitting on the Board of the Interior Health Authority, acting as past President of the Kelowna Chamber of Commerce, and serving as a Director of the BC Chamber of Commerce, the Economic Development Commission, Okanagan Partnership, Okanagan College Foundation, UBC Okanagan Advisory Board, and Wear-Air Oxygen. She also co-founded and is currently the Director of the Okanagan Innovation Fund.

John O’Fee is a Kamloops based lawyer and university lecturer. After graduating from UBC with degrees in Commerce and Law, John returned to his hometown to establish his legal practice and start a family with his wife Daniela. Over the past 25 years as a local professional, John has served Kamloops and the region in various capacities including school board chair, city councillor, regional district director and chair of the Thompson Nicola Hospital District. He has represented his region on the Municipal Finance Authority and served as president of the Kamloops Airport Authority Society as well as president of the Thompson Rivers University Foundation. John has earned recognition for his community and charitable work with a distinguished alumni award from Thompson Rivers University and a BC Community Achievement Award.

George Peary holds a Masters of Business Administration Degree from Simon Fraser University, as well as undergraduate degrees in Arts, Education, and Science. His career in Secondary School Administration spanned three+ decades across western Canada and the Yukon Territory.

George has had a long and varied record of community service. He has served the Fraser Valley as a member of Abbotsford City Council, including a term as Mayor. He was a Board Member of Habitat for Humanity and chaired the successful Campaign for Health Care Excellence that raised $7.5 Million for the Abbotsford Regional Hospital and Cancer Centre.

George is now working as a Sessional Instructor in the Department of Business Administration at the University of the Fraser Valley. He recently completed a full semester assignment for UFV teaching at their campus in Chandigarh, India.

J. Pauline Rafferty is a trained archaeologist and the former chief executive officer of the Royal British Columbia Museum (RBCM) in Victoria. Under her leadership, RBCM was transformed as a Crown corporation, and she was also deeply involved in enacting a new Museum Act that helped the museum achieve greater financial self-sufficiency while ensuring the history of the museum is maintained and understood by future generations. Prior to RBCM, Ms. Rafferty’s position was assistant deputy minister at the Ministry of Women’s Equality. She currently sits on the advisory board of the National Capital Commission, the Canadian Museum for Human Rights, the Government House Foundation Board and is a former board member of multiple provincial and national organizations. Ms. Rafferty has been honoured for her work at the RBCM with a Queen Elizabeth II Diamond Jubilee Medal and awards from Royal Roads University, the Canadian Museum Association, and Tourism BC.

Allan Ritchie is currently Vice-President of Western Canada Operations for Spectra Energy Transmission. He previously served as Vice-President of Field Services, Vice-President of Pipeline & Field Services, and Vice-President of Field Operations at Duke Energy, as well as Vice-President of Operations at Westcoast Energy Inc., Pipeline & Field Services Divisions (Calgary) and Vice-President of Process Operations (BC). Mr. Ritchie holds a BSc from the University of Lethbridge. He currently resides in Fort St. John.

Term of appointment: July 26, 2005 - July 31, 2015

W. Murray Sadler is a founding partner of Heather Sadler Jenkins LLP, a Prince George law firm. A Queen's Counsel since 1987, Mr. Sadler practiced in several areas of corporate and commercial law, including forestry. He retired from his law practice in June 2013. He has been elected as a Director of the Canadian Bar Association and was a founding Director of the Continuing Legal Education Society. Additionally, Mr. Sadler was appointed as Chair of the Interim Governing Council of the University of Northern BC (UNBC) and occupied that position during the institution’s construction and start up. He was later named a "Friend of UNBC" and granted an honorary doctorate of laws. Mr. Sadler was awarded the Queen’s Golden Jubilee Medal (2002) and the Queen’s Diamond Jubilee Medal (2012). He currently resides in Kelowna.

Charanjeet (CJ) Sidhu
 has held several positions with the Financial Advisors Association of Canada (Advocis), including President and Director of Professional Development for the Greater Vancouver Chapter, and President of the New Westminster Chapter. Mr. Sidhu completed Bachelor’s and Master’s degrees in Commerce in India, as well as a Bachelor's degree in Business at DeVry Institute of Technology in Phoenix, Arizona. He holds professional designations as a Certified Financial Planner, Chartered Life Underwriter, Chartered Financial Consultant, and Registered Health Underwriter. Since 1990, Mr. Sidhu has been with Sun Life Financial. He is currently a member of the Surrey Board of Trade.
