Digital Health

B.C.’s digital health program supports health sector efforts to create a digitally enabled health system trusted by all who use it.

Digital health services, tools and processes have the potential to improve quality of care and population health, increase access to care, provide a better patient and health care provider experience, and improve overall system efficiency.

Our digital health system will re-shape the way we engage with and deliver care to our patients and citizens.  It builds on the work already happening between the Ministry of Health, regional health authorities, health care providers, citizens, innovators and the technology industry.

Digital health strategic objectives

Four broad objectives lay the foundation of a digitally enabled health system. They describe shared outcomes for all partners and provide guidance and coordination on provincial digital health transformation initiatives to achieve these outcomes.

They align with the quintuple aim for health care improvement:

  • enhancing the patient experience
  • attaining better health outcomes
  • lowering costs
  • improving provider well-being
  • supporting health equity

We will empower patients to support improved health outcomes by: 


  • Developing a consistent approach to patient access to their health information, including family/dependents, and access to virtual care.
  • Becoming a trusted source of digital tools and health content to support health literacy and enhance its use in health management.
  • Leverage digital and virtual health within service delivery to help patients take greater control of their health system interactions and experience easier access to health care services.
Key benefits

Patients can actively participate in their health care journey, allowing them to securely access, manage and stay up to date on their personal health information and be active participants in their health care journey. 


Patients will now have flexibility in how they receive care by creating opportunities for virtual care, when appropriate.

We will improve the provider experience to enhance the quality of care provided by: 


  • Creating a consistent provider experience through the integration of digital tools, systems, and data.
  • Extending the reach and productivity of providers by using technology to innovate workflow and redesign business processes for data collection, processing, reporting, and care delivery.
  • Supporting education, training, and change management activities, including virtual peer support, to promote adoption and digital literacy.

Providers will have access to digital tools, systems and data that will reduce administrative burden, improve workflow and care coordination across the system, and allow more time spent with patients.

Enable a connected health system to optimize care delivery: 

  • Employ a coordinated approach to supporting interoperability across regional boundaries and providers at all levels of care (i.e., primary, secondary, tertiary).
  • Follow industry wide standards and approaches to support efficient health information sharing across the province.
  • Formally collaborate on provincial clinical solutions and processes to create efficiencies across the health system.

Enable the business enterprise to support a high functioning health system:


  • Collaborate provincially on integrated systems within key business areas (e.g., Human Resources, Finance, Supply Chain).

Fundamental business infrastructure and solutions are integrated, and business processes are streamlined, creating efficiencies across the system.
