PLMS is responsible for the administration of the test review and approval process on behalf the Ministry of Health.
BC laboratory services are administered under the Laboratory Services Act (LSA) and its regulations. Under the LSA, the Minister of Health has the authority to approve all publicly funded laboratory tests mandated for clinical purposes, adhering to the principle of facilitating reasonable access to medically necessary laboratory services for registered beneficiaries throughout BC.
Applications for new tests or to amend existing tests go through a comprehensive review process using a team-based approach wherein each team assumes a crucial role. This proactive strategy aims to optimize the completeness and performance of test assessment while aligning with the cross-sectoral provincial plan and facilitating service coordination for pathology and laboratory medicine.

Laboratory operators interested in introducing a new publicly funded test or to modify an existing test are encouraged to complete the Expression of Interest form as early in the process as possible. The review process is comprehensive and takes significant time to determine, assess and align clinical, technical and operational considerations in line with cross-sectoral provincial planning.
