Learn more about the surgeons who offer publicly funded upper and lower gender-affirming surgeries in B.C.

Upper Surgery

In collaboration with Trans Care BC, the surgeons below work to improve the surgical experience for trans and gender diverse clients. They are trained in chest construction (including chest contouring) and also offer breast construction (or breast augmentation). They work in collaboration with Trans Care BC to offer publicly funded procedures through a central waitlist held by Trans Care BC. 

Please note that surgeons on this list may have differing practice in terms of patients they are able to see and procedures offered. If you have questions about which surgeons you are eligible to see please contact Trans Care BC.

Dr. Arezoo Astanehe is a plastic surgeon certified by the Royal College of Physicians and Surgeons of Canada. She completed a combined MD/PhD degree in 2012 at UBC and a plastic surgery residency in Calgary in 2017. This was followed by fellowship training in both gender affirming surgery and breast reconstruction. Her fellowship training was in Gent, Belgium under the guidance of Professor Stan Monstrey focusing on both top and bottom surgeries. She was performing top surgeries in Alberta prior to moving her practice to Abbotsford in 2019. She operates out of Abbotsford Regional Hospital.

photo of Dr. Homan ChengDr. Cheng is a plastic surgeon certified by the Royal College of Physicians and Surgeons of Canada. She completed medical school and a residency in plastic and reconstructive surgery at the University of Toronto. She then completed a fellowship in cleft and craniofacial surgery at Stanford University in California. In 2016, she trained with Dr. Chris Taylor and Dr. Jennifer Robinson to offering gender-affirming chest construction surgeries. Dr. Cheng is a clinical assistant professor in the Department of Surgery at UBC and holds an affiliate appointment in the Division of Medical Sciences at the University of Victoria.

    Dr. Genoway is a board-certified plastic and reconstructive surgeon based in Vancouver, BC. She completed her medical school and residency training in plastic and reconstructive surgery at the University of British Columbia. She then completed a fellowship in reconstructive microsurgery with a sub-specialty focus on providing gender-affirming surgical care in San Francisco, California. Dr. Genoway began offering upper surgery in 2016 and lower surgery in 2019. She is a clinical instructor in the Department of Surgery at UBC and is active medical staff within Vancouver Coastal Health.

Dr. Anastassi Halka is a Plastic Surgeon who was awarded his medical degree in 1997 by the University of Pretoria in South Africa. He then completed extensive surgical training in England before commencing his Residency in Plastic Surgery from 2008 to 2014. He undertook a fellowship in Oncoplastic Breast Surgery in Nottingham, England, followed by a fellowship in Reconstructive Microsurgery in Toronto. Here, he worked in Toronto General Hospital, Princess Margaret Cancer Care Centre and Mt Sinai Hospital. Dr Halka's professional interests include caring for breast and skin cancer patients and those affected by complex wounds and trauma. 


During his Residency, Dr Halka was moved to assist patients requiring gender reaffirming surgery. In February 2018, Dr. Halka attended training with a group of BC-based surgeons to offer gender-affirming chest and breast construction procedures. His training in gender reaffirming surgery was enhanced by working with Dr. Jennifer Robinson and Dr. Chris Taylor.  Dr Halka is pleased to be attending to the community of Northern BC and is looking forward to being of service to you.

photo of Dr. Michael JacobyDr. Jacoby is a board-certified plastic and reconstructive surgeon based in Kamloops, BC. He completed his medical degree in 1993 at the University of Calgary and went on to complete his residency in plastic and reconstructive surgery in 1998. He enjoys a wide spectrum of practice with a special interest in breast surgery and body contouring surgery. He is an active member of the Department of Surgery at Royal Inland Hospital and also performs surgery at Kamloops Surgical Centre.

Dr. Jennifer Klok is a plastic surgeon certified by the Royal College of Physicians and Surgeons of Canada.  She completed her medical degree at the University of British Columbia and went on to complete her Plastic Surgery residency at the University of Ottawa in 2015.  Dr. Klok then pursued a fellowship in breast reconstruction at the University of Toronto.  Following this, she ran a community plastic surgery practice in Peterborough, ON from 2016 to 2018 where she offered gender-affirming surgery for patients from all over the province.  Dr. Klok recently moved back to BC and has opened a practice in West Vancouver.  She operates at Lion's Gate Hospital and Squamish General Hospital.

Dr. Liu is a board-certified plastic surgeon. She completed her medical school at the University of British Columbia in 2011 and plastic surgery training at the University of Manitoba in 2016. She subsequently pursued microsurgery, breast reconstruction and craniofacial surgery fellowships at Uppsala University between 2016 and 2017. Dr. Liu is a Clinical Instructor in the Department of Surgery at the University of British Columbia and an Educational Lead within the Fraser Health Authority.

Dr. Colin McInnes is a board-certified plastic surgeon practicing in the Fraser Health Authority and a clinical instructor with the University of British Columbia. He completed his medical degree at UBC and went on to complete a residency in plastic surgery at the University of Manitoba. He trained and performed breast and gender affirming surgeries throughout his residency since 2012. He also completed an additional, ACGME-accredited fellowship in plastic and reconstructive surgery at Washington University’s Center for Advanced Medicine in St. Louis, and in Philadelphia. His office is located near Royal Columbian Hospital in New Westminster.

Dr. Daniel McKee photoDr. Daniel McKee is a Canadian Royal College certified plastic surgeon. He completed his medical degree at the University of Ottawa, and his plastic surgery residency training at McMaster University. Additional fellowship training was completed at Dalhousie University.  Dr. McKee trained with Dr. Hugh McLean, a well-known plastic surgeon based in Toronto who performs gender-affirming chest surgeries.  Top surgery became an area of expertise in Ontario prior to starting practice in British Columbia.


He performed additional training in California focusing on gender-affirming surgery.  Dr. Mckee has published widely in academic journals and textbooks. He has been an invited speaker at International conferences - including an invited panel speaker on chest surgery at the 50th annual meeting for the American Society of Aesthetic Plastic Surgery (ASAPS), in San Diego, California. 


No drains:  Dr. Mckee uses specialized techniques so that surgical drains are not required for top surgery patients after surgery. After surgery, he offers weekly routine follow-up appointments, and also provides several points of contact - including a direct phone line to reach him for possible emergencies.

Dr. McLeod is a board-certified plastic surgeon. He completed medical school at the University of British Columbia in 2015 and plastic surgery training at the University of Manitoba in 2020.

Dr. Rebecca Nelson is a board-certified plastic and reconstructive surgeon based in Burnaby and New Westminster, BC. She completed her medical degree at the University of Calgary and went on to complete her residency in Plastic Surgery at Dalhousie University  in 2010. She has also completed a fellowship in breast reconstruction and microsurgery in 2011 at Memorial Sloan Kettering Cancer Center in Manhattan, New York. 


Dr. Nelson is a clinical instructor at UBC and enjoys a wide spectrum of practice with a special interest in breast surgery, reconstructive surgery and cancer reconstruction.  She has been offering gender-affirming chest and breast surgeries since 2011 and operates at Burnaby General Hospital.

Dr. Dao Nguyen photoDr. Dao Nguyen is a board-certified plastic and reconstructive surgeon based in Port Moody, BC. She completed her medical degree in 1999 at the University of Ottawa and went on to complete her residency in Plastic Surgery at University of Western Ontario. She has also completed a fellowship in breast reconstruction at the University of British Columbia. She is the regional chief of plastic surgery for Fraser Health, a clinical instructor at UBC and has a focused practice in breast surgery, and a special interest in non-surgical facial contouring. Dr. Nguyen performs surgery at Eagle Ridge Hospital in Port Moody.

She completed medical school at McMaster University, going on to do a research fellowship at the University of Ottawa and, subsequently, her residency in plastic and reconstructive surgery at the University of Western Ontario. She completed a fellowship in reconstructive microsurgery at the University of Texas MD Anderson Cancer Center in Houston. In 2014, she trained with Dr. Cameron Bowman (also profiled on this page). Dr. Robinson is a clinical instructor at UBC, and holds an affiliate appointment at the University of Victoria in the Division of Medical Sciences.

He completed his residency in plastic surgery at UBC in 1999 and a microsurgery fellowship in San Francisco in 2001. In 2014, he trained with Dr. Cameron Bowman (also profiled on this page). Dr. Taylor is a clinical assistant professor in the Department of Surgery at UBC and the medical lead for surgery at the Royal Jubilee Hospital in Victoria.

colin pic.jpgDr. Colin P. White is a board-certified plastic and reconstructive surgeon based in Burnaby, BC. He completed his medical degree in 2007 at Memorial University and went to complete his residency in Plastic Surgery at McMaster University in 2012. He has also completed fellowships in breast reconstruction, microsurgery, hand surgery and cranio-facial reconstruction. He enjoys a wide spectrum of practice with a special interest in breast and cosmetic surgery. In February 2018, Dr. White attended training with a group of BC-based surgeons to offer gender-affirming chest and breast construction procedures. He was trained operatively by Dr. Jennifer Robinson.  Dr. White is a clinical instructor at UBC. He volunteers with Operation Rainbow Canada, a group that does cleft lip and palate surgery in developing countries. Dr. White operates at Burnaby General Hospital.
